- Abstract: Although the structure of private health insurance is determined by the legal regime of each country, a long-term health insurance modality can become a relevant mechanism to promote alternatives aimed at the sustainable development of health and well-being in each nation. These are types of insurance capable of providing social and economic benefits (SDGs 3 and 8). Coverage that includes preventive care, new technologies and the use of vaccines through continued care, for long periods, contributes to population longevity, behavioral change, the ability to extend years of economic life, or at least mitigate the impact of population aging, creating opportunities to generate wealth. After all, the reality (and the future perspective) is that elderly people will remain in work relationships, postponing retirement, increasing the person's productive life cycle, which requires reflection on the role of short-term health insurance, including when granted as a benefit in employment relationships. This is the objective of this article, which aims to identify the characteristics of long-term health insurance and offer reflections on its challenges for implementing and expanding access to the post-COVID-19 pandemic population, considering common elements and differences between Brazil and Portugal through a dialectical approach and comparative procedure.
