- Abstract: The environmental urban management is being implemented in Brazil by the federal, states and municipalities governments\2019 programs. The large problems are found in the metropolitan areas, as they are territories with large activities concentration and population density, demanding land use and occupation control. Also, it is on these areas that the conditions of water supply and wide offer of energy is becoming critic. It is not rare to face the shortage of water or energy. The water questions are that concerning its quantity and quality, - what sends one back to the control of pollution-, and still, to the application of specific legislations. This article objective is to analyze the situation of the application of the São Paulo metropolitan region environmental and urban legislations, detaching the local policies (which are the municipal ones), regional (state ones) and the guidelines issued by the federal government. In the water supply case of study, the metropolitan population growth prevents the water supply to all its dwellers, as in the own region the water resources became insufficient. Thus, bring water from other regions to supply the metropolitan population is necessary, also to enable its socioeconomic development. Besides, this water must be free of pollution, what demands a complex program of water treatment. In some areas the region doesn\2019t have infrastructure of sewer system nor for solid residues. This lack of services happens mainly inareas occupied by low income population, and maybe for this reason, they continue to throw their effluents on rivers, without treatment, and also they accumulate solid residues in vacant lots, public squares and even in streets, forming landfills without treatment or any care with the waste discarded. In the case of availability of energy, its large share on the energetic matrix is due to the hydroelectric power. (To continue) Therefore, there is a conflict with the multiple uses of water resources, in the metropolitan region. This becomes worst in periods of drought, when the rationing of water and energy is needed. Then it is important to analyze the plans and programs, as well as the measures that are being implemented. Therefore, the first focus is for he public policies. The purpose is to understand how to increase this service without compromise the services\2019 quality and the supply of the region. São Paulo water resources protection law is from 1997 and the specific law for the Guarpiranga water reservoir area is from 2006. The basic legislation of the electric power sector, is law 9427 of 1996 that institutes the National Agency of Electrical Energy, in order to regulate and supervise the production, as well as the transmission, distribution and commercialization of electrical energy. Therefore to apply this legislation is needed the management together of the water supply policywith the electrical energy policy, in search for better results for the population
